SPIRAL 2 PROJECT

Burgess Consulting Limited teamed up with Marlborough Communications Limited (MCL) and its technology partner Israel Aerospace Industries (IAI) to assist in fulfilling its contract to deliver four Remote Petrol Vehicles (RPVs) to Spiral 2 of the UK Ministry of Defence (MoD)’s RPV Experimentation Programme.

ABOUT THE CLIENT

Marlborough Communications Limited, a supplier of advanced electronic communications, information systems and signals intelligence technology to the defence and security sectors, and its technology partner Israel Aerospace Industries (IAI) were awarded a £4.5m contract to deliver four Remote Patrol Vehicles (RPVs) to Spiral 2 of the UK Ministry of Defence (MoD)’s RPV Experimentation programme.

Spiral 2 acts as a continuation of the initial Spiral 1 RPV Experiment Programme and is aimed at supplying weaponised RPVs to the MoD to support ground level troops and limit direct exposure to danger. The RPVs, designed and manufactured by IAI’s ELTA Systems group, are versatile and multi-purpose and can act in providing logistical support to troops including the ability to carry platoon equipment, supplying ammunition, and extracting casualties.

THE CHALLENGE

Extant policy requires that Marlborough Communications Limited justify that the safety risk and environmental impact of equipment and working practices are at least as good as the required statutory instruments.

In support of MCL the team at BCL were challenged with assessing the RPV design against legislative and defence standards, identifying any safety and environmental hazards/impacts and advising on resolutions to these hazards, with the aim of reducing these risks to an absolute minimum.

THE SOLUTION

The experienced consultants at BCL crafted the relevant documents to assess the safety and environmental risks involved with the RPV. This included a Safety and Environmental Case Report, that assessed the RPV against MoD Standards. Any risks identified by our consultants were highlighted so necessary improvements could be made. By doing so we were able to ensure only a tolerable and acceptable level of safety and environmental risk existed for the RPV, and those levels of risk had been reduced to levels that were as low as reasonably practicable.

Along with this, our team prepared a full legislative compliance assessment to audit the compliance status of the RPV against UK and EU health, safety, and environmental legislation.

Where any non-compliances were found, our consultants offered pragmatic recommendations to rectify.

SPOT ROBOTIC DOGS

A collaboration between Burgess Consulting Limited and Marlborough Communications limited in providing to quality life support and training to SPOT Robotic Dogs.

OVERVIEW

Originally manufactured by Boston Dynamics, Spot Robotic Dogs have the potential to play an important non-combative role in assisting Troops in the British Army, such as searching and scanning or delivering medicines and food into hazardous areas. Marlborough Communications Limited, a world class solutions provider delivering new and emerging technologies from around the world, was challenged on behalf of MOD to provide quality life support and training to SPOT.

THE CHALLENGE

Under extant policy, Marlborough Communications Limited is obligated to assure that the safety and environmental impact of equipment and working practices at least meet the standards set out in the statutory requirements.

Marlborough Communications Limited called upon BCL to assist in ensuring the Spot System complies with the current MOD Safety and environmental policies as well as safety and environmental legislation.

THE SOLUTION

In response to this, the consultants at BCL compiled a Safety and Environmental Case report on behalf of MCL with the objective providing assurance that the SPOT system complies with the current MOD safety and environmental policies, ensuring that hazards/impacts have been identified, and adequate control measures are put in place to minimise risk.

BCL provided further audits for the SPOT System against UK and EU health, safety, and environmental legislation, to ensure compliance. Where non-compliances were established, our consultants were quick to pinpoint and emphasise ways to rectify these failures.
